5.0 Dewwww engine sound when stopped

Can someone tell me what is making the dewwww engine sound once I come to a stop. It sounds like the late 70's chevy motor that had an air pump injector for the cylinders. If the radio is off, and I come to a complete stop, about two seconds later the dewwww sound can be heard, and then goes away after about 5-7 seconds. It cannot be heard at any other time. I'm assuming it's related to emissions , like the old chevy.

I'm just guessing but it could be the viscous clutch on the radiator cooling fan. If so, it's probably normal.

Not really a fan sound, as it is a much lower frequency. It does sound like a small compressor running.
 
It's related to when AC is running, so possibly could be the fan. If I turn AC off, the noise immediately stops. If I turn it back on, the noise will come back in a few seconds.
