AC vent direction

Does anyone know once you manually adjust the AC to direct air flow towards bottom (down arrow), isn't the airflow supposed to come out vents below near floor of the car? I can feel the air in front footwells, but don't feel much coming out of the what felt like vents underneath the front seats...
 
I was also wondering the same thing, I can't feel any air coming from the vents below the seats. Does anyone know how to control the output of these vents?

If you change the AC to heat does it start to come out of the vents below the front seat? I wonder if AC air will not direct out of those.
