Looks like the tool used to remove/install the valve cores in a/c systems. The small end is for low pressure service port valve and the large end is for the high pressure service port valve.
Do you mean the low side test/fill port? Sure it can. Refrigerant has to be recovered to do so, and then the system has to be evacuated before refilling it.Can air conditioner low pressure valve be change out?

Actually the OP dropped some other item under seat and found the shrader tool(unknown to OP) while looking for the other item.He just bought a new car and complained the tool was missing from under the seat
If you reheat it over an open flame it burns the hair off. Good as new!I looked under the seat of my 2023 G70, I only found a french-fry with cat fur stuck to it!!!
