Charge Ports Light Up but Do Not Charge

l have a 2011 Genesis Sedan. Both my cigarette lighter charger, and the charger in my center console have stopped charging items when I️ plug them in. Everything lights up as if it were working ( the red dot on the chargers, and the cigarette lighter port light) but nothing will hold a charge. Is this a fuse issue or a wire issue?

What device are you trying to charge?
Do you get exactly zero increase in the battery level or some slight increase?
 
I’m trying to plug in my gps and my cell phone. It always initially says it is charging, but seconds after, it stops.
 
I think it is unlikely to be either a fuse or wire but sorry I am stumped as to what it is
 
These have a really low power output, they will hardly keep an I-phone charged. I use the lighter plug in the ashtray for most things.
