Display On/Off ?

My new [<400 mi] 3.8 [both packages] has both Displays marked "OFF" on the System Setting menu.
Page 313 lists instructions and 3 options to turn both displays to "on".
Problem: Neither works; whether entered singly or in combination.
Any suggestions before visiting the "maker"?
