I’ve read the presumed reason why a mode other than Eco or Comfort doesn’t persist after a restart but this is very annoying. I want Custom to be my default. Is there ANY way to do this?

All my former GTIs and GLIs would stay on whatever setting I had it after a restart.

I don't believe so, but I could be wrong.

Nothing the typical user can do. you'd have to get into the computer and change the programing.

Your former cars were probably built before more stringent fuel economy rules went into effect.
 
Nope. As recent as 2020 versions.
 
I know that with Porsche, the drive mode defaults to annoying and it is because of emissions. There is a third party solution of a plug-in module, but it would be Porsche specific. I just turn the dial every time I fire it up. Pre-flight routine
