How can I make sure ESC is working properly?

Title. It seems like the ESC system is very reluctant to activate. It seems like for mine you need quite a bit of wheel spin before the light starts flashing (flooring the 3.8, the wheels spin but the system doesn't activate). Also, it doesn't seem to try to stop skids that much. It let me fishtail 45 degrees once on drive pavement without even activating. It did activate when I pushed it really hard trying to do donuts but even then it didn't feel like it was helping much to prevent a skid. Today, while driving on ice, I slid a bit around a roundabout and it didn't even turn on and start flashing.

So is my ESC working properly or is something wrong with it? The service light is not on but it seems like it's a little to conservative before activating.
