I had the same issue. After shutting the car down and restarting, the SCC error went away and i was able to use cruise again

There are a good dozen possible causes, but there's one that can be a problem. If your brake pedal feel or braking performance changes while the red SCC light is on, then the HECU (aka ABS) module is failing. Get it replaced to avoid loss of brakes.

This happened to me in the middle of evacuation from Hurricane Irma in 2017. Not a fun experience evacuating the family out of the state with no brakes in one of my front wheels. Upon my return I had it replaced @ no charge under HPP platinum extended warranty that I had purchased 2 months prior

I had the same problem, turned the cruise off and back on and it went away and let me set cruise.
