Manual transmission not down shifting when cold

I have a 2010 2.0T GT with the manual transmission and 145,000km. It has has never been easy to down shift into 1st or 2nd gear when the vehicle is cold (colder than 0C). At the end of last summer I had the transmission fluid change and now I am finding that even in the summer I can't downshift to 1st gear until the car is stopped until it gets warm, probably 20min of driving. I am a bit concerned that the shop might have used the wrong trans fluid or not filled it completely and this is causing the issue, but I have also read that this isn't uncommon and is just related to poor manufacturing. Anybody out there have any insight on this?
