Motorola Phone problems

My brother has a Motorola phone that will not download the contacts. It will just download the numbers where the names should be and when you try to make a call "by name" you get the "no contacts loaded" message. He has a 2013 with the tech package. I have a slightly more advance very similar Motorola phone and it does the same thing. You can dial the number and it works - incoming calls also works ok.

I have a 2013 Genesis base model and both our phone work fine on it. My mfg date is June 2013 and I think his is March. His tech package is a lot higher technology than my base unit. I was wondering if anyone has any suggestions. The local service mgr is the local blue tooth guru and he was unable to get either of our phones to download contacts,

Oops - just saw we need to ad carrier providers into this - he and I both use Page Plus and we are on the Verizon network

Does the Genesis Base trim level Bluetooth allow download of contacts? I know that was not the case in the 2009-2011 Base Trim Bluetooth, but not sure about new models.

Yes - As I stated above both phones work fine in my 2013 Base model
 
I'm really curious if a "map update" from the dealer would also include this feature for pre 2013 models?

For $345 I want more than a simple map update. I want some serious firmware updates too.
