I bought 2010 Genesis Sedan 3.8 base model last Saturday.
It doesn't have VR(Voice Recognition) Button. It has "MODE", "MUTE" and Phone button only. When I press Phone button, I hear something like "Say a name or number".
I was OK to setup bluetooth using "tune/setup" button on the audio system and I am OK to receive an incoming call and to make a phone call by saying numbers. However, I couldn't access phonebook because I don't have VR button.
Did Hyundai remove VR button from base model?

I am not sure about the 2010, but the 2009 base level Genesis does not have voice recognition button. However, you seemed to answer your own question because you don't have one (let's not be paranoid). I believe that the VR button controls more than Bluetooth voice recognition on the other packages.

If you have paired your phone with the Bluetooth unit, you will receive incoming calls, but you must press the phone button to answer the calls on the 2009 (you will get a voice message indicating an incoming call is waiting to be answered). On the 2009 base model, there is no phone button on the steering wheel, just on the overhead Bluetooth unit.

Bluetooth voice commands are recognized once you press the Bluetooth phone button (at any time). You can access the phone book via voice commands once the Bluetooth is activated (check out the Bluetooth manual).

The 2009 does have a VR button (at least in mine it does), but I think VR is available only with the Tech package.

Yes the OP mentioned that, but we are talking about the base level Genesis 2009 vs 2010. I edited my post above to be more clear that I was talking about base level Genesis.
 
2010 Genesis base model DOES have phone button on the steering wheel. But it doesn't have any button on the ceiling. I am able to call by name when Genesis transfers phone book data from my phone. But, I cannot add/change/delete phone book entry by voice command. It is OK. I think manual is not correct for base model. According to the manual, steering wheel should have VR button.

Looks like they replaced the Scan button on the 2009 base model with the phone button on the 2010 base model. Probably a good idea.
