Help. How can I fix P0021 error. Failed Smog test.

P0021 (and P0011) is apparently a generic OBDII code affecting multiple brands and models with VVT (variable valve timing). I had P0011 come up several years ago on my 2007 Infiniti G35 which I wasn't driving much (2000 miles/yr). I took it to a local respected independent shop and had them do a $120+ diagnostics. In my case, there were 2 options. Cheapest was an oil change and hope the code didn't come back. The other was to replace the intake camshaft solenoid for Bank 1 (+$500 P & L) plus an oil change. The actuator was sticking due to bad oil, which was due to not driving it much. I went the cheap route and the code came back in a month. It's now good after replacing the solenoid.

Code P0021 came up last year for Bank 2 which was kind of expected. I had that solenoid replaced, and now it's fine. They suggested I now drive it more and harder.
