Push start button not starting the car

Hello dears, i have a 2009 genesis sedan 3.8 75k miles, and recently last week i faced a problem starting the car, the dash displays turn steering while pushing start button, it takes 5 minutes of trying untill it unlocks and start, then yesterday i went to work, turned off the car and when i came back to start the car the car wont start and not showing any message in display dash, the steering is unlocked and i tried turning the steering still not starting not even Acc mode, I've changed key battery ,did jump start, and the problem not resolved, checked out all fuses all ok, i am from yemen we don't have professional car engineer to resolve the problem, please i want your help what should i fix or do to start the car.

Note:
- i have recently changed new battery for the car size 100, i had to jump start the car before changing for one week.

-Also when i insert key fob in dashboard the steering moves normally sometime i face problem adjusting it but it works ,but car wont start and wont light up dash or any message appears at all

I really need a professional advice

you need to change the escl-steering lock
 
Also check the fuses by the battery and integrity of that same fuse block.

I am about ready to replace the ESCL, part #819002J710, but can't seem to find anyone who has done this repair. Have you, or do you know of anyone who has?

2009 Genesis 4.6L 104,000 miles, original/only owner
