Every light? Or one particular light? Some radio signals can set them off, as can signals from other cars on the same frequency.

Mine front proximy sensor does that as well sometimes at stop lights, but I always have a vehicle in front me. I assume it was the exhaust from the car in front me setting off or maybe their rear parking sensors or traffic light radar.
