Steering problem turning to the right

2011 Hyundai Genesis Sedan: When the car is cold on cold winter days, the steering wheel is very difficult to turn to the right when driving forward. After the car heats-up, the steering words O.K. This is risky when driving on cold days. To avoid having a crash when starting up in cd weather, I have to allow the car to heat up for a few minutes and turn the steering wheel multiple times before driving it. No one can figure out the problem.

Most common issue is contaminated power steering fluid or just old fluid. .
Has it ever been drained and refilled with fresh fluid?
If yes, could it have been replaced with the wrong fluid?
