Once the coating is gone, it is gone. You may prevent further peeling by sealing the edge with something like clear nail polish.

Perhaps someone here has replaces one and know how difficult/easy it is to do.
 
Unfortunately, it's probably part of the horn/air bag cover. Some makes are notorious for peeling chrome finish. May have a wheel refinisher see if they can sand/spray a satin chrome paint on it.
