I was drying the inside of my engine bay after washing my car and noticed this bolt sticking out. It is on the right side and there isn't a bolt at all in that location on the other side. Anybody else have this? Very odd.... 20191111_171236.jpg20191111_171229.jpg
 
I believe this is where you are supposed to connect the ground/negative lead of the jumper cables.

Exactly.

Hence the circle on the plastic panel above it with the negative sign in it with the arrow pointing towards the bolt (which also has a negative sign on it's head).
