Sure, but the chances of it happening greatly increase with speed and under acceleration. Note that no other car spun out. Driver error in this case

I don't doubt that the Stinger driver was careless, but it looks like the spinout resulted from him driving through a large puddle. The road otherwise was dry and there was no rain on the windshield of the car with the dash cam.
 
He knew he was driving carelessly, backing away down that street afterward...

He could have coasted through it too. He was accelerating to get past everyone. You can induce spin easily when wet and driving careless.

I agree with you. He was driving carelessly and should have taken his foot off the accelerator as soon as he saw the puddle, assuming he was even keeping his eyes on the road ahead. My point was that he did hit a "bad patch" as @rmod said, in the sense that he encountered a road condition that none of the other drivers in the video did.
