You need to correct the problem(s) with the ABS. AEB and auto hold can't work without the ABS working.

AEB can't work without working ABS. It has no way to apply the brakes.
You are asking for an unreasonable amount of guessing beyond this. There are dozens of possibilities for what the problem with the ABS is, and the cost of those range from less than $200 to more than $2000. It's really pointless to ask if the AEB itself might also have another problem. You might as well ask what if my engine stops running too.
