I'd see what a local upholstery shop can do. They may be able to repalce the sections with something that looks good and is reasonable price.

By my experience, that is a really good price for more than one seat, assuming it's a good job with good materials.

Depending on what he is actually doing, may be a good price. You can buy covers for half that and still have the labor. No idea of the quality of these
