All fans change speed when any person in the car adjusts their fan speed. Is this an error, or is that the design?

All? THE fan. Only one. Check the setting and you may be able to disable the other controls.
 
In the G90, the driver, front passenger and rear passengers can control their own fan speed.

I just went out to the car again. The front instrument panel has only a "fan increase" symbol and a "fan decrease" symbol. These fan controls change both the driver and front passenger fan speeds simultaneously. If the rear climate control is on, those two rear fans are also controlled simultaneously. If the rear seat control panel is not locked-out from operating, the rear fan knob controls all fans simultaneously.

I’m not sure how there can be individual climate control if one blower motor runs all the fans at the same speed. Has anyone tested what I did in my car in their vehicle?

I've had five cars with dual automatic climate control. All of them had one blower motor and one blower wheel (fan) only. Both sides always got the same amount of air flow, but the temperature could be different on each side (all five) and where the air came out could be different on each side (on one of them only).
 
My BMW 750 had two separate settings for fan speed - one for each side.
Yes, I have noticed that 5 series and up seem to have at least two fans. My 3 series had two blower wheels (left and right side), but only one blower motor. It's easy to guess that on upper models, they put two blower motors instead.
 
My 2017 Ultimate has left and right fan control buttons (4 buttons) for the front. If there is only one blower motor then maybe there are adjustable baffels that control air flow.
