Am I supposed to service my car only at dealership?

I had to go to local auto shop to replace turn bulb in right headlight since it required removal of bumper about 2 month ago. Today I looked under my car and found following show in pictures. I counted 6 empty holes which seemed to be intended to hold screws or something and flap was positioned external to a car as well, I counted only ONE screw which holds the whole piece together.
So my question if this is result of some auto-mechanic with no integrity or this is some some sort of one time use ties in which only Hunday dealership has and once removed it's impossible to put it back. I trusted my mechanic before with all other vehicles so I'm really surprised by outcome.

Hyundai uses those plastic clips everywhere under the car. You can buy replacements on the 'net or at your local dealer.

Since I go the extra step with my vehicles, especially when it is under warranty, I always go to the dealership. Doesn't matter what issue or reason, I always go. The only time I think I wouldn't is if a fuse blew and I could pick one up at Autozone. I would probably even be tempted to go run to the dealership just to get an OEM replacement. You don't have to, but you can see what happens if you don't.

I hope you don't have parking sensors, that bumper has seen better days... Only joking.

That front underbody panel piece also gets removed when servicing for oil changes, at least in the 3.8 AWD. That is, unless they are doing a topside oil change.

Having removed that panel, the clips are very easy to lose. My vehicle was also missing a few. Could be the mechanics breaking them and figuring that you're not going to go digging under the car yourself.

As glennk stated, there are tons of places (amazon, ebay) where you can buy aftermarket plastic clips to keep them in place. Furthermore, as long as the 8 mm bolts (should be about 4 of them if i recall) are in place, they shoulder most of the load.
 
It's a combination of clips and bolts holding that under cover on. Lazy mechanic is sounds like to me.

I would someone different to work on your car though. One, leaving all the clips and bolts out of the under cover, and 2.... you do not need to remove the bumper to replace the turn signal bulb. You got ripped off if that's how he charged you.

Lazy or just in a hurry. Most likely, he used a screwdriver to remove the clips rather than a clip remover. These clips are super cheap and easy to break. So, I keep them handy when I have to remove a panel. You never see this at the dealer, as they replace them when they break them.
