Camera - side mirror - flickering/distorted.

I have issues with side camera.
They have replaced the mirror and the problem persists. Anyone ever see something like this??
It’s not easy to see from the picture. But it’s distorted and it flickers. Seems to be much worse and more often in cold weather.

Any rain? I get that only when the cameras are wet in the rain.
