Cert. Pre-Owned tire tread under Hyundai CPO specs

I purchased my vehicle nearly a week ago and noticed the tread seemed very low. I went to measure it at Auto Zone and on two of my tires you could see it was below the line on the 4/32nds mark and on one you could see the line. The fourth you couldn't see the line at all (7/32nds).

I have three questions:

1) I know the measurement must be taken on the inside track, but should I be referring to the deepest point of the tread or the shallowest. (Don't want them to feed me some BS about how I have to take the deepest point if I don't have to listen to it.)

2) If I can see the line, should I consider that below spec?

3) Should the Hyundai dealership that sold me the car replace the tires free of charge with NEW tires.... not just tires that barely meet the specs?


I'm thinking about going in there with the mindset "You sold me a Certified Pre-Owned Genesis, this is not a Certified Pre-owned Genesis. I expect you to make the necessary changes to fix my car to the quality standards you sold me on."

What should Hyundai be responsible for?
 
First, make sure you understand it is the dealer, not Hyundai that you have a beef with. If you have found Hyundai CPO documentation that says what the tire tread must be (there is no universal CPO specification that is legally binding that applies to all brands/dealers), and the car does not meet those specs, then you should take it back and demand that they make it comply. Unfortunately, they do not have to install new tires if they have some used ones that meet the specs. But you should probably be concerned of them replacing the tires (with new or used), because they may be really crappy tires, even if they meet tread specs. On that model year, high end (expensive) tires with a smooth comfortable ride make a big difference. The OEM Dunlap's are crap.
