Clear Coat

On my 2014 white Genesis, purchased new on April, 2014 with 23,000 miles
I Noticed today 7/24/17 that the Clear Coat on the top of the rear bumper is coming apart. There were also yellow streaks and dots on the bumper that appear to be under the Clear Coat. I brought this back to my dealer and was told told warranty on paint is 3 years or 36,000 miles. I asked about Good Will ad I have recommended people to this dealer and was told they would submit it to Hyundau for approval. I found out from other sources that this problem exists especially on the Hyundai Coupe, and has been reported on other models
And that it is felt that it is caused by the bumpers flexing. I was wondering if anyone has anybody thoughts, ideas etc?
Thoughts...Could this be considered anti-perforation, which is covered for 84 months. Or have there been any recalls on this problem.
