Does the USB port power down when engine is turned off?

I am a ham radio operator and have a hotspot permanently attached via the USB port. I assumed it would power off when the engine is turned off, but it looks like my hotspot is not shutting down. Does anyone know if the usb turns off with no engine power? Or is there a setting I can enable to have it power down?

USB turns off when reserve accessory power turns off. That usually happens 2-10 minutes later.

Interesting. When I unlock the door in the morning and enter the car, the USB appears to be powering my device. Cound the process of unlocking the car and opening the door be turning it back un?

Yes, whenever you open a door or press the remote, the RAP system starts up the radio and by extension the USB port. If you have a Bluetooth phone, you may notice it switches to the car before the car is even turned on.
