Which one is better? I have never had a broken windshield and am mostly concerned with damages at the end of the lease.

Does the excess wear cover all four wheels?

I'm not sure what you mean by "all four wheels" If you mean road rash, yes, they will check them all. Your lease may have some specification that a scratch of a certain size my be OK, but larger will be excess wear. As for a windshield, you probably have some glass coverage on your insurance..
 
Like Ed said check with your insurance provider. Usually the difference between a $0 deductible and $250-500 deductible for Comprehensive which covers the glass is a few dollars every six months and is well worth going with a zero deductible since it also covers striking an animal, vandalism, theft, fire and storm damage.
