Foggy/Hazed reverse light lens

Hey everyone,

Does anyone know if I need to replace the inner tail lights to get ride of this haziness that's on the inside of the reverse light lens? I don't think I can sand and polish it off it looks to be on the inside of the lens, but I am not sure. Any insight would be helpful.
