front Wheel air dam?

Have a v6 Sedan and recently when up on the lift I noticed a rigid rubber air dam- approx. 8" long- in front of the pass side front tire hanging by one of the pop rivets--Originally it is 'held' in place by 4 rivets and attached to the plastic underbody shield just ahead of the front wheels. With the size of the pop rivets equaling the size of the mounting holes, it's no wonder the air dam on the driver's side is missing. The car has a mere 12K and I'm wondering whether they were both there on delivery. Does anyone know the function of these devices and if they are diverting air for brake cooling and or noise reduction?
