The 23 I purchased only came with one key fob. Dealer wants $400+ for fob and $300+ to program. Only $100 to $140 on eBay.
How hard is it to program new fob?

Not hard if you have the know-how and equipment.

My friend has an Audi A8. Dealer quoted $1000 but a locksmith did it for $600.

I'd buy the one on eBay and find a locksmith that can do it.

I have a friend that owns a used car dealership. I am aware of the costs of these fobs for most lux cars so I asked him about it. He told me he has a guy that comes around in a van and does them. He can get one for most cars for 200 bucks, but some do go as high as 350. He sells high end used cars and always gives the customer two key fobs so he does a lot of business with this guy. Maybe if you nose around and ask a used car dealer, there might be a guy in your area that does this. My friend is in Michigan.
