Help - my 2009 4.6 started to constantly emit tone sound

It does it whether engine is off or on. Sounds kinda like tv test tone. I think the loudest area is the central stack where DVD player isthanksDid anyone experience something like that? My regular mechanic (not dealership) has no idea what it can be. All I can think of is some kind of shorting happening somewhere?
