I'm a new Genesis owner. Love it! But, I find that unlike all

Doesn't shut off but dims enuogh for me.
They probably did this way because rest of the buttons and switches.

Totally normal. Many older instrument lighting was incandescent and it can dim from 100% to zero. Not sure what the Genny is using but from the looks, it appears to not be incan. So, that may have a bearing on why the small percentage of dimming.
 
The Genesis has two level of brightness control for the instrument panel and it is linked to the light switch. If the light switch is at the "off" position, there is a very small range of control. Once you turn to the parking or headlight position, you can varies the brightness from full on to almost totally dark.

By "off" do you mean automatic?
