need help on Warranty for paint

Hyundai would typically cover non-abuse cosmetic quality/warranty complaints during the first 12 months of ownership for original Genesis owners as a courtesy for customer satisfaction and brand loyalty/image. Peeling paint on white cars and loose leather in the seats were two such issues.
 
So it rained recently and I came out and noticed the rear bumper was faded, yellow, and has bubbles in some spots. It looks like it's the clear coat yellowing, but it's nowhere else other than the bumper.

I'm the second owner and take excellent care of the car, both inside and out. I'm just wondering if I can cut and polish this out, or am I going to need a repaint of the bumper? And if I do, will it even be covered under warranty, or will I have to come out of pocket for it? Amazing that it's even an issue. I've never seen anything like this before.

I tried getting help from corp Hyundai. The local shop took a bunch of pictures and sent to corp and after almost a month they said basically, "Sorry, nothing we can do"

Local Hyundai approved body shops want close to $2000 to refinish front and back bumpers.

That's the answer I was expecting...and dreading. I know Hyundai had a paint recall on other models of the same time period, but it didn't make its way to the Genesis. Now I have to figure out how to get the paint fixed. It's bubbling and peeling on both sides of the back bumper. 😡
