outside lights not turning off

I have a 2010 Genny 4.6L w/Tec package.

My outside lights will only do a delay turn off when in "auto mode."

Aren't these outside lights supposed to turn off regardless of which mode they're in........ as in a delay turn off whether they're in the "on" position, fog lights or any other external lights?
