Passenger Seat Will Not Recline/Tilt

I can move my seat forward/backwards and do the height adjustment. However, the switch to actually tilt the seat backwards/forwards for your back support does not work. I do not hear any noises. Look at the attachment. The attachment of the switch panel, the one circled is the only switch that works. That switch moves all three motors underneath the seat. There's only 3 motors for the seats, which apparently is controlled by that one switch for the forward/backwards + height adjustment. I switch in the middle is for the recline/tilt of the back of the seat. I have no idea what part underneath the seat is responsible for this. I removed the seat to take a look but didn't see anything. I also looked at the diagram online and there is no other motor besides those 3 I mentioned. As for a second I was thinking perhaps there's a motor in the back cover of the seat but there are no motors there.

Any ideas?

Thank you for the diagram! Do you know an easy way to remove the back seat cover so those parts can be accessed? It seems you either have to snuggly fit both hands to the left and right of the cover and push down, or from something else I read is place left hand inside and with your right hand inside bang outwards for the clip to pop out. Both seem impossible due to how tight the squeeze is for this car.
 
Ok was able to remove it, pretty simple. You have to grab the panel from both sides, pull it up and at same time and then pull it towards you. No tools needed. Pops off immediately.

However, that adjust motor is tucked in there. I'm not sure how it can be accessed.
