Radio and cluster display stay on after shutting off vehicle

No DTC's.

On a scantool I can see the signal feed. Shows the door opening and closing which tell me the door switch is working properly, any one experienced this issue? All modules appear to be in healthy condition, confirmed by doing a resistance and voltage test on the CAN bus system.

relays appear to be in good working order. What i do see as an abnormality (don't know if its normal)
IGN1 shuts off when I cycle the ignition off, IGN2 stays on.

I've removed IGN2 relay and I'm still getting signal there.
 
Doesn’t it shut off when you open the driver’s door, OR after 5 minutes?
 
I would check the status of the IGN1 and IGN2 pins on the PDM vs. voltage at the relays. You may have to de-pin the IGN2 wire for this trick to work, because the PDM may not function with connector A removed. For example, if IGN2 is low and the relay is high, then there's a short to power in the harness or fuse block. If IGN2 is high on the PDM when it shouldn't be, then I'd suspect the PDM.

IPM and PDM are two different modules. Appears that you replaced the IPM, which indeed would cause the key fobs not to work unless reprogrammed properly.
