Has anyone converted the lower rear reflector lights into powered lights? If so, how was it done?

Not allowed. If you powered them they would have to still be a reflector when no power is applied.

§ 393.26 Requirements for reflectors.
(a)Mounting.Reflex reflectors shall be mounted at the locations required by § 393.11. In the case of motor vehicles so constructed that requirement for a 381 mm (15-inch) minimum height above the road surface is not practical, the reflectors shall be mounted as close as practicable to the required mounting height range. All permanent reflex reflectors shall be securely mounted on a rigid part of the vehicle

Sorry, I have no idea what you are talking about. I see you are in Florida, perhaps you are quoting a U.S. or state regulation. I am resident neither of Florida or U.S.
 
Yeah. There is a company on eBay that sells an led strip that goes behind the reflector, wiring is simply tapping the rear tail or brake lights.

I ran mine to a wigwag device then tapped the third brake light so the high stop and now the two low stop wig wag when I hit the brake, wakes up the dill holes behind you when red lights are flashing in their faces.

Q1) The WigWagger has 2 outputs. Did you wire Output 1 to both of the new bumper reflectors and Output 2 to the 3rd brake light?
This way the new reflectors blink together alternating with the 3rd brake light.

Q2) Were you able to mount the new reflectors ..
a) From the outside of the bumper
b) Got to inside of bumper without removing bumper
c) Removed bumper

Q3) Where did you find/splice the wires to the 3rd brake light?

Q4) Is the Wave Wagger programmable (how fast it switches between outputs/blinks)?
Saw a video where person was using a momentary switch/button to change the pulse rate/delay betwixt the WigWagger outputs. It did not show how it was wired.

Wizwag outputs are left and right, I wired the lower bumper LEDs correctly left and right, they alternate non-stop as long as your foot is on the brake, the high stop just flashes continually, it is attached postive from the left and negative from the right so that it stays in sync with both sides, otherwise it would just flash in sync with whichever side it is wired to. "technically" it is only supposed to flash a maximum of 6 itmes (according to CA vehicle code), but I haven't had an issue with the LEOs over it.

I did mine when the bumper was off from the rear end accident a few months back, the reflectors are hollow inside, so the LED strip slides inside (see image below) then I filled it with silicone to prevent water from getting in. I honestly don't know if you can do it with the bumper on, but I think you can, because the reflectors are very close to the bottom, and the exhaust "tips" are fake, so there should be enough room for your hands to remove them, but in all honestly I do not know.

I didn't wire it, the body shop that fixed my car did, but as I understand, the connector for the high stop light is on the passenger side in the trunk behind the panel, they tapped it there using a quick connect harness so I can unplug it and replug the factory wires back to themselves if I turn in the lease.

This one isn't programmable, but the company does make different ones and some are, they also make a specific brake light flasher (6 flashes, then stays solid) I prefered the wig-wag:

I bought the LEDs you recommended.
Did you place the LEDs directly on the back or did you separate the reflector and sandwich it in?
