Reprogramming car and fob

I saw a news video about another dealer car theft with eight vehicles lost including a (putative) 130k$ Dodge. Two vehicles have been recovered and the dealer owner said they are in the process of reprogramming the cars. I know the dealer can program the fob. They can also re-program (change) the car as well as the fob? In other words a new electronic ID for each item, fob AND car?
(I am not certain this is what the dealer was referring to)

It's the vehicle that gets reprogrammed, not the smart key. Basically, the vehicle is told which smart key to trust. They probably didn't get all of the smart keys back with the cars, so they are getting new ones and programming the cars for those new smart keys.
