Just found this out tonight, it's the small piece that has the lip on the bottom of the fender liner-I can't find it listed anywhere. Here's a picture of where it attaches. Thanks for any help!missing2.webp

It is actually part of a larger piece. Is it the one right by the wheel? I had to replace mine when I ran over a truck retread on the freeway.
The part numbers that I bought were #86812-CU000 ($338--GUARD ASSY-FRONT) and #29110-CU000 ($191--PANEL ASSY-UNDER).

Yeah it is, I think you're right and need the whole liner, I thought it was a smaller piece but the more I look at the ones on ebay it looks like it's part of the full liner like you said... ugh
