i need to know if I buy a used Smart key card (on ebay) of Genesis can it be re programmed?

Generally speaking no. They can if they have have been recoded or cleared but the success rate on these is not high.
My advice is to buy the one's on ebay out of Korea for about $100 and have the dealer in Saudi program it for a fee. The fee at my dealer here in California is $60.
