Where is the sensor/sender located, Inside the wheel? what about when you have them rotated? Does it still show the proper location for the low tire?

I have higher profile tires with wider treads and therefor the load capability is greater for any given pressure. I would like to run 28 max but theTPMS seems to trip at 29.5 - 30 psi. I would like to lower it to trip at 27Psi.
