It will be bollocks if one reads the fine print of the Hyundai warranty as it pertains to paint and finish. ANd it's like that with most other car manufacturers. I had a Dodge Shadow way back in '92-93, not too long after they started that water-based paint crapola, and it wasn't even a year I had paint flaking off the hood and trunk lid.....but that was within warranty and Dodge made good on it.
If you are in CA you can always look at a small claims action. They can say the warranty is whatever they want, but if the paint is clearly failing much earlier than every other car out there then it is a defect. Go to a body shop and see what they say, if they can verify it was improper prep from the factory just file small claims. Hyundai USA is based in CA too so they won't be able to just not show up or blow it off. CA small claims goes to $10k in damages. This is a warranty of merchantability claim: you have the right as a buyer that the paint will conform to an ordinary buyer's expectation, and paint peeling after a couple years is not an expectation. CA law is very consumer friendly so 95%+ chance Hyundai will lose in court especially if you present your case well.
