Headlight question

I know practically nothing about headlight technology. Just wanted to know if headlights grow dimmer with age.
Probably a stupid question, but my 2010 Genesis coupes low-beams seem dim now--so dim that I never drive without running the fog lights to supplement. So I'm thinking of replacing the bulbs if necessary.
I HAVE replaced my left fog light (twice now) with whatever bulb shows up at the auto-parts store when I look up my car, but headlight bulb replacement seems too much of a pain.
Also, my right low-beam light periodically stops working (weird, I know). But it works 80% of the time, and doesn't seem to change from working to non-working (or vice versa) during driving, but seems to decide on start-up whether its going to work or not--pretty annoying (and thank God for foglights to supplement). So in looking at this, I decided to maybe have the dealer (yes, I know, sacrilege on an enthusiast site) change out both bulbs and have him look into the short??
So, my questions are:
1. Do HL get dimmer with age?
2. Is it possible my intermittent bulb is bad or is it more likely a short somewhere?
3. What do 2 new (OEM bulbs are fine, I would think) cost via internet and maybe a guess through dealer with install.
4. Finally, a curiosity question. When brand new the HL seemed to have a very distinct upper line for the beam. This seems to be gone now, but could be that since the beam seems dim, the upper boundary is hard to discern. Can someone explain this too?
