I found this posted on an NBC site called "Investigate This".

unscrupulous car dealers are importing vehicles into the U.S. from Canada. Problem is they have been wrecked and repaired in Canada, then sold at dealer auctions in that country. When the cars are imported into the U.S., the CarFax comes back clean and the consumer is left to deal with a vehicle that has been poorly repaired and may be unsafe.)
This is entirely possible since if the work is not reported to carfax they have no way of knowing work has been done on a vehicle. A word to the wise, never purchase a vehicle unless you have it inspected by a professional you trust if you don’t have the knowledge to perform the inspection yourself.
