Not sure if all cars came with Wheel Locks but mine did so my suggestion:
It makes no sense to keep the wheel lock in the trunk with the spare, because that is the first place a thief will look
Glove box and center storage are a close second and third. Of course you're not going to leave it in the house because if you get a flat, you're screwed. What I do, is wrap it in a small towel and shove it in the cup holder in the back seat arm rest. I rarely have any passengers in the car, so it's not an issue for me. A buddy used to tape his in the engine compartment, but you catch my drift right...
