That is absolutely correct, and why it is totally irrelevant as to what someone gets in Minneapolis compared to LA. Even two people in LA may have vastly different results depending on time of day they travel and travel routes.MPG is a non-linear when you are talking about stop & go traffic driving.
The engine is still burning fuel when you are not moving (or creeping along). The MPG in this condition approaches zero...it does not take a lot of zeros mixed into the average to really drop the number into the dirt...

For example, if a driver gets 2.5 MPG below EPA estimates for Acura TL driving in LA, then he will most likely get about 2.5 MPG below EPA estimates for Genesis driving in LA (except for some small allowance for transmission with more gears in Genesis).
